Which takes priority — LTV or DSR?

Whichever produces the lower limit applies. If the LTV limit is lower, LTV determines your borrowing cap; if the DSR limit is lower, DSR does.

Can owners of 2+ homes get a mortgage?

In speculative overheated or adjustment zones, owners of 2+ homes face an LTV of 0%, effectively blocking mortgages. Non-regulated zones may still allow borrowing within the applicable LTV.
